Two Elkhart police officers, Thomas Breneman and Nicholas Ragsdale, have been identified in the fatal shooting of a seventeen-year-old boy at High Dive Park. The teen died during the encounter, and both officers are on standard administrative leave. The incident occurred when officers checked a vehicle with five young occupants, leading to a confrontation where the front seat passenger ignored orders, reached down, and fired a handgun. Both officers shot back, killing the boy. Investigators are still determining who fired first and how many rounds were exchanged.
