Show Notes

Allegheny County, Pennsylvania, spent nearly $7 million last year on a small juvenile detention center, Highland, which reopened after the old Shuman facility closed due to abuse and violations. The county signed a $73 million deal to expand the facility, paying up to $825 per bed per day, even if empty. Despite the high costs, only seven kids were detained as of early 2026, with many teens held in the adult jail instead. The detained youth, predominantly Black and from disadvantaged backgrounds, face tough odds, with over 86% ending up in state prisons. Detention is ineffective in addressing deeper issues and often worsens problems, while community programs are more effective and cost-efficient. An advisory board now oversees Highland, but theres a growing push to shift funds towards proven alternatives.
