There is no such thing as free money. But, you don't have to spend a fortune on ads to get to 1,000 members or work yourself into an early grave to get 1,000 members.
1,000 members is a great threshold because it creates a lot of stability and security. If you have that many members you're not going to lose them all in one month. You may lose 50 members, but look how many you have left! All you need to do if find 51 new members to grow.
