The right to personal safety and mobility, free from fear and abuse, is essential for all Malaysians. The number one factor threatening this very right is crime. The first step in tackling the problem of crime is to have a comprehensive understanding as to who the criminals are, how they operate, and why they choose to do so. With this knowledge, authorities will be able to conduct focused investigations and operations to reduce the crime rate. However, it shouldn’t and doesn’t stop there. Efforts should be taken to rehabilitate them, in order for them to become contributors to society.
