The European Union enforces the rule of law against American tech giants while helping upend it in Tunisia. Whether keeping migrants at bay or planes in the air, the line between control and chaos can be very thin. If it weren’t, Russian gas would probably appear less appealing, and French and German industry wouldn’t be begging for a handout.
