A Wake County couple, Rachel Leigh Galasso and Lacy Douglas Hocutt Junior, face severe charges for child neglect and statutory rape. Galasso is accused of letting her childrens health deteriorate, keeping one in a dog kennel, and causing permanent dental damage. Hocutt pleaded guilty to assaulting Galasso and is now charged with raping a child over four years. Both are in jail without bail, awaiting their first court appearances.
