The High Court in Pretoria is currently hearing arguments challenging the Home Affairs Department's decision to terminate the Zimbabwean Exemption Permit. The Helen Suzman Foundation,  Zimbabwean Immigration Federation, African Amity and 29 others are challenging the decision in court and seek  to have the termination of the permits declared unlawful.  Over 178,000 permit holders, currently lawful residents in South Africa face an uncertain future.  Steven Budlender SC, for the Heleln Suzman Foundation earlier argued that Home Affairs Minister Aaron Motsoaledi decided the fate of the ZEP  programme without prior notice to or consultaion with ZEP holders and the public
