When children began disappearing in Belgium, the police did very little. Citizens became angry when they found out how poorly the disappearances were being handled but they became enraged when the serial killer was uncovered and the facts came out. The police had been to the killer's house, heard screaming, and left without even investigating.

Marc Dutroux, The Beast of Belgium was a troubled kid who became a dangerous adult. He took multiple victims, children most, and tortured them before murdering them. His wife, Michelle Martin was complicit and did nothing to help the girls locked in the hidden room of the house. When the public was told an arrest had been made, and that the killer was a previous criminal who did only three years in prison, that the police had been to his house and heard children screaming yet did nothing? The country erupted into chaos. The White March, a protest attended by 300,000 citizens turned violent and people wanted massive change. Then, Marc Dutroux escaped from custody and the country was thrown into a national emergency
