President Donald Trump announced an aggressive, far-reaching “reciprocal” tariff policy.
A Cato Institute report based on World Trade Organization data said the trade-weighted average tariff rates imposed by most countries are much lower than the Trump administration said.
For example, the administration said China charges the U.S. a tariff of 67%. The Cato report said China’s 2023 trade-weighted average tariff rate was 3%.
