<div>The Institute for Fiscal Studies has published its yearly <a href="https://ifs.org.uk/publications/green-budget-2024-full-report">Green Budget</a>, weeks ahead of Chancellor Rachel Reeves’s first fiscal event. It’s grim reading, for both the government and the public.
