North Royalton police officer Spencer Lowe faces termination after accusing superiors of record tampering. The mayor proposes to fire him for unauthorized record release and demote sergeant FloAnn Rybicki for assisting him. This follows a traffic stop last October where Lowe arrested Orange Village deputy chief Patrick OCallahan for DUI and seized guns. The Fraternal Order of Police union plans to appeal the decision.
