USC Study: Pet-Friendly Shelters Boost Homeless Housing Success
A new study from USC reveals that pet-friendly shelters significantly improve housing success for the homeless. Californias Pet Assistance and Support Program, launched in 2019, provided $15.75 million from 2020 to 2024, funding 37 groups to add kennels, pet food, supplies, and vet care at shelters. This initiative helped 4,407 homeless individuals keep their pets while using shelters, with 886 moving into permanent housing with their animals, surpassing the state average for success. However, in Los Angeles, the number of homeless people with pets increased from one in eight before the pandemic to one in five by 2025, despite these new options. Homelessness in Los Angeles dropped 4% since 2023, but without more affordable housing and larger pet programs, numbers living on the streets could rise again.
