Maine takes the top spot of the most restrictive state for worshippers as the congregation is faced with threats of jail. Under Governor Mills’ orders, secular recovery programs are free to serve any number of people without restraints but when they open their Bibles in a group or sing a worship song, people fall under state restrictions.
