Hemp will save the world! New Mexico is getting a $300 million DEA research facility that will create 170 research jobs along with 200 research and agricultural jobs. They were awarded a memorandum of agreement from the DEA, which 30 other private businesses are hoping to also receive. New York joins Colorado and 10 other states in banning delta-8 and other THC isomers. Montana lawmakers passed a bill to amend the voter-approved recreational market, pushing the start date back three months, setting a THC cap on flower, limiting edible potency per package, reducing homegrow from 4 to 2 plants, and moving oversight from the Department of Public Health and Human Services to the Department of Revenue, among other changes against the will of the people. A House-approved decriminalization bill is heading to the Louisiana Senate and could remove jail time for possession. Also up for debate on the Senate floor is a bill to legalize flower and concentrates for patients to smoke. Arizona lawmakers rejected a bill that would have banned weed companies from having billboards or sponsorships in events of all kinds. South Carolina is out of time when it comes to passing a medical bill, but Texas could still expand its narrow compassionate care program to a still incredibly narrow medical market. Alabama's governor signed a super limited Compassionate Act medical bill into law yesterday, which doesn't allow patients to smoke bud, vape, or enjoy edibles and caps daily THC consumption to 50 milligrams unless a doctor says otherwise. Then the cap gets bumped up to 75 milligrams. Nebraska lawmakers came two votes short of the *33* needed to break a filibuster on an equally limited medical bill, so petitioners will soon begin their process to get weed on the 2022. And Minnesota is going to see a surge in medical sales since lawmakers slipped approval for smokable flower into an omnibus healthcare bill. Sadly, a recreational bill passed out of the Minnesota House but died in the Senate. That scarce mentality carried over to Alabama where lawmakers are working to ban Delta-8-THC and Delta-10-THC. A bill to legalize recreational weed was introduced in the Rhode Island senate and the governor proposed it in the fiscal-year 2022 budget. New Mexico's House Bill 12 to legalize recreational weed only needs one more committee vote before the full Senate takes up the bill. Assembly Bill 130 was introduced by a Wisconsin senator to reduce possession fines and eliminate imprisonment for citizens posession up to 10 grams. Their governor also slipped legalization into the state budget. If you think 10 grams is too low, just remember possession of only 3 grams are decriminalized in Hawaii. The Hawaii Senate voted to approve two reform bills. The first increases the decriminalization threshold to 30 grams and grants expungements while the other would legalize and regulate the commercial market. The Ohio Supreme Court set a precedent that state regulators can't ignore applications to expand medical cultivation facilities and the voter-approved medical marijuana program has a higher chance of being implemented in South Dakota after lawmakers failed to compromise on a measure to delay legalization. Backers of the voter-approved recreational measure also filed their first arguments to the Supreme Court. In just 10 days, Arizona's recreational sales hit $2.9 million and received 377 applications with a non-refundable $25,000 for 13 licenses. Since its 2014 program launch, Colorado sales topped $10 billion. Michigan is spending $20 million of its recreational tax revenue to support medical research, as stipulated in their law, while California is awarding $15 million in social equity grants. Maybe they've got money to figure out how to keep their seed-to-sale tracking system up and running. She's probably right, as this recession-proof industry created 77,000 new jobs last year in the midst of the 2020 madness. More than 320,000 folks are currently employed full-time by the weed industry. There are currently 800 lawsuits filed by entrepreneurs who didn't get cannabiz licenses in Missouri, but now their lawyers are confused by a Supreme Court directive stating attorneys cannot participate in or advise clients how to participate in federally illegal activities. This is contradictory to protections written into the state's 2018 medical marijuana constitutional amendment, so the issue could end up in Court. It's no surprise in the bowl that Biden's Department of Justice lawyers ruled the IRS can investigate Section 280E violations, slamming $4.2 million -- a sick joke -- in penalties and back taxes on the Colorado cannabiz that brought their fight all the way to the U.S. Supreme Court. The clip played during this segment was from the National Cannabis Industry Association's IRS Tax Code Section 280E explainer video. Biden also received a letter from37 Congressmen asking for a blanket pardon of the 1,927 prisoners sitting in federal prison for weed. Despite overwhelming support nationwide for the de-scheduling of marijuana, states like Mississippi, Montana, and South Dakota nullified election results. The Utah Supreme Court ruled the governor and legislature could legally enact a more restricted market than what voters passed, and Nebraska wouldn't let a medical initiative get to ballot because apparently growing, selling, and possessing weed are three different issues and ballot initiatives are limited to one in the state. South Dakota could have been the 13th state to legalize a recreational market, but now it may have to wait even longer to see its voter-approved medical market roll out. New Jersey became the 13th full rec state since the governor finally signed legislation enacting the will of the people. An appellate court in the Garden State also lifted a 2019 order preventing the issuance of 24 additional medical dispensary licenses. Virginia is also expanding their medical market now that they're able to grow and sell nug! About time. A 2020 Nobel Prize in chemistry went to a pair that created the Crispr-Cas9, a DNA mutating tool using an enzyme and a guide RNA. Some cannabis companies have been using it since 2018 to create genetic changes in strains like disease resistance and climate tolerance. Possession of any drug besides pot in New Mexico is a felony, so the Senate Health and Public Affairs Committee unanimously passed a defelonization bill to be heard by another senate committee. Then, a local worker was indicted for stealing mail and cashing citizens' checks. They didn't steal the COVID vaccine though -- that arrived safely and was already shot into a Kansas City nurse. No one was shot at the D.C. Stop the Steal rally, but 33 people were arrested. Another 33 people were ticketed in Ontario for private gatherings, and apparently 33% of Michigan restaurant operators think they'll be closed in 6 months. Oh, and Green Wednesday is tomorrow for those in "legal" states. We know it's a recession resistant industry. Heck, Maine just made $1.4 million in its first month of recreational sales. But of course, nothing will truly be legal until the federal scheduling classifications are removed. And until then, medical users can still be terminated from their jobs after pissing dirty for workers' comp docs. Get on those opioids, slave. There are now lawsuits opposing the legalization initiatives that passed in Arizona, Mississippi, Montana, and South Dakota on election day. In one case, a taxpayer-funded entity is battling the state, another taxpayer funded entity, in a battle for and against something the taxpayers backed. Other instances of magic number 33 in the headlines: 33 COVID deaths in Kentucky Lil NAS X's Roblox concert attracted 33 million views Laurien brings up the recent events in "consequence-free zones" like Washington, D.C. and falls down the abortion rabbit hole because of a budget amendment that passed the Massachusetts House. Originally, it was written to allow girls 12 years and older to get an abortion without a parent's permission. A British soap opera now features a character aborting a baby after finding out it may have Down's Syndrome, but remember: an actor with Down's Syndrome, John Franklin Stephens, told the UN, "My life is worth living." In weed news... A California judge heard a delivery case and has yet to make a decision. Colorado weed sales are up despite the lack of tourism, and $2.5 million in restitution was just granted to four investors in a pot fraud case. A Michigan company is expanding into four states, including Missouri. A panel in New Mexico supports increasing the medical purchase limit. The New Jersey decriminalization bill will not be heard as the state waits for legal sales to begin and the Virginia governor is now calling to pass a legalization bill in 2021. Across the border in Canada, a bunch of oil was recalled after incorrectly being labeled for inhalation instead of ingestion.
