New York City’s short-term rental market is primed for a dramatic transformation starting this week, when a long-awaited measure intended to crack down on illegal short-term rentals takes effect. While the rules do not ban sites like Vrbo and Airbnb from operating, the latter company has described Local Law 18 as a “de facto ban” on its business.
