De hogere NAVO-norm van 5 procent is een feit. Tijdens de Noord-Atlantische Raad op de NAVO-top in Den Haag zijn alle leiders overeengekomen om ernaar te streven 5 procent van het bruto binnenlands product van ieder land te spenderen aan defensie en gerelateerde zaken. 3,5 procent zal naar defensiezaken gaan, terwijl 1,5 procent van de economie gestoken wordt in zaken als infrastructuur en cyberveiligheid.
