Robert Kaplan, president of the Dallas Federal Reserve Bank, says the economy is closer to the neutral rate than some think, and the Fed should be moving on its balance sheet. Glenn Hubbard, dean of the Columbia Business School, sees 2 percent inflation in the not-too-distant future.
