Research
There's a lot written on this topic, I covered it in my book Cheat, and a lot of the more recent events are covered in the German press.
The best book on it I found was Faust's Gold: inside the east german doping machine by Steven Ungerleider. It's got some great chapters on how the files on the program were discovered.
