Honolulu police chief Arthur "Joe" Logan says his department is making progress in processing concealed carry permits, with 175 licenses approved in the past two weeks. Still, with a backlog of about 600 applications more than a year after the state's "may issue" licensing regime was ruled unconstitutional, many gun owners are rightfully wondering what's taking so long.
