Nederland maakt deel van uit van een Europees afluistergenootschap. De naam is Maximator. Naast Nederland zijn Duitsland, Frankrijk, Zweden en Denemarken lid. Het samenwerkingsverband bestaat al sinds de jaren zeventig en is al die tijd geheim gebleven. De Nijmeegse hoogleraar Bart Jacobs deed hier - deels samen met Argos-redacteur Huub Jaspers - onderzoek naar. Wat is het verhaal achter Maximator?
