Ep 249An Uninsurable Country: What Rising Climate Risk Means for Homeowners with NRDC
In episode 249 of America Adapts, host Doug Parsons takes a deep dive into the growing climate-driven insurance crisis reshaping housing and communities across the United States. Doug first speaks with Rob Moore and Alfonso Pating of the Natural Resources Defense Council about their new reports on the nation's emerging insurability crisis—why premiums are rising, insurers are retreating from high-risk areas, and what state policies can do to reduce risk and keep homes insurable. Then filmmaker George Siegal joins the show to discuss his documentary Built to Last: Buyer Beware, which reveals how many American homes are simply not built to withstand the disasters they face. Together, these conversations connect the dots between climate risk, insurance markets, and the way we build our communities—showing how insurance is becoming one of the clearest warning signals of climate change in action. https://www.americaadapts.org/episodes/an-uninsurable-country-what-rising-climate-risk-means-for-homeowners Experts in this Episode: Rob Moore - Director of the Climate Adaptation Division at NRDC Alfonso Pating - Global financial regulations specialist with NRDC. Ep 248The Endangerment Finding Explained — and What It Means for Climate Adaptation
In episode 248 of America Adapts, host Doug Parsons is joined by Professor Mark Nevitt of Emory University School of Law to unpack the repeal of the Clean Air Act's Endangerment Finding and what it means for climate governance in the United States. Long considered the legal backbone of federal climate regulation, its rescission raises fundamental questions about agency authority, the role of the courts, and the durability of federal climate policy. Mark explains the legal theory behind the repeal, how it intersects with Supreme Court precedent, and what likely comes next in federal court. The conversation also explores the practical implications of regulatory instability — from increased climate litigation to the shifting balance between federal, state, and local responsibility. For listeners working in adaptation, public policy, infrastructure, law, or risk management, this episode offers a clear look at how legal shifts at the federal level can reshape the broader climate landscape — and why adaptation efforts must continue regardless of political volatility. Transcript for this episode here. Key Themes Covered in This Episode What the Endangerment Finding actually did under the Clean Air Act Why Massachusetts v. EPA mattered The legal basis for the repeal How the repeal affects federal climate regulation The role of the Supreme Court and administrative law What happens next in federal court More emissions and rising adaptation costs States and cities filling the federal vacuum The growing role of climate litigation Adaptation continuing — but in a more fragmented system Previous appearances by Mark Nevitt on America Adapts Destroy, Rebuild, Repeat: How to Break the Climate Disaster Cycle with Mark Nevitt Climate Change and the Legal System: Why the U.S. Constitution Needs to Adapt with Law Professor Mark Nevitt Climate Adaptation Predictions for 2025: What the Experts Say For Educators & Students The structure and limits of federal agency authority The interaction between executive action and judicial review How Supreme Court doctrine reshapes environmental governance Federalism and the division of climate authority between states and Washington Legal uncertainty and its impact on infrastructure and long-term planning Climate governance in periods of institutional instability The evolving role of courts in climate policy disputes Risk management when regulatory frameworks shift abruptly Professors are welcome to assign this episode or excerpts in syllabi. Ep 247Advancing Adaptation with the McKinsey Global Institute
In episode 247 of America Adapts, host Doug Parsons hosts Dr. Mekala Krishnan, partner at the McKinsey Global Institute, for an inside look at how one of the world's most influential private research institutions is approaching climate adaptation. Drawing from MGI's recent report, Advancing Adaptation, the conversation explores what it would actually cost to protect people and economies from escalating heat, flooding, drought, and wildfire — and why investment still falls short even when the economic case is strong.. The discussion also examines how ideas developed within a private firm travel into real-world decision-making, and why governance, leadership, and awareness remain critical to ensuring that new data and tools translate into action. For listeners working at the intersection of climate risk, finance, infrastructure, and policy, this episode offers a clear view into how the private sector is framing adaptation — and what that framing could mean for the future of the field. Transcript of episode available here. Key Themes Covered in This Episode Why the McKinsey Global Institute is focusing on adaptation now What it costs to respond to rising physical climate risk The resiliency gap and why investment remains insufficient How climate risk is entering mainstream economic thinking What large-scale adaptation models include — and exclude Governance, leadership, and awareness as scaling constraints The need for shared language between public and private actors Links & Resources from This Episode Advancing adaptation: How evolving hazards could shape the agenda Dr. Mekala Krishnan Ten key requirements for a systemic approach to climate adaptation For Educators & Students This episode is well-suited for courses on climate adaptation, environmental economics, climate risk management, corporate sustainability, public policy, or infrastructure finance. Ep 246Public Participation and Climate Adaptation in China
In episode 246 of America Adapts, host Doug Parsons hosts Dr. Shiran Victoria Shen, assistant professor at Washington University in St. Louis, for a closer look at how climate adaptation actually emerges in China. Drawing on her research after the devastating 2021 Henan flood, Shen shows how public demand for adaptation surged—not through climate change language, but through calls for safety, infrastructure, and risk reduction, often using formal government channels. The conversation highlights adaptation as a lived governance issue rather than an ideological one, and surfaces practical lessons about public participation, the limits of top-down approaches, and what governments everywhere tend to respond to when climate risk becomes impossible to ignore. Transcript of interview here. Ep 245The Heat Will Still Kill You First with Jeff Goodell
In episode 245 of America Adapts, host Doug Parsons is joined by legendary climate journalist Jeff Goodell, author of The Heat Will Kill You First: Life and Death on a Scorched Planet for a conversation about what's happened since the book came out — and what hasn't. Extreme heat is no longer a future risk or a background climate issue; it's a present-day killer that exposes deep failures in public health, labor protections, urban design, and climate communication. We also talk about how recent political shifts have pushed the U.S. further backward on heat response, weakening protections and leaving communities more exposed just as the risks accelerate. This isn't a book recap — it's a reckoning with the legacy of the warning, and why heat will still kill first if we keep refusing to take it seriously. Check out the America Adapts Media Kit here! Ep 244Arizona's Climate Change Adaptation Playbook: Heat, Water, Wildfire
In episode 244 of America Adapts, we adapt in the southwest! Welcome to the desert proving ground for climate adaptation. In my home state of Arizona—Phoenix, Tucson, and Flagstaff—we get right down on the ground to see how communities are beating extreme heat, planning responsibly for water in a changing climate, and living with wildfire risk without losing what makes these places home. You'll hear street-level fixes that change daily life—and travel anywhere—plus a clear playbook cities can steal now: run the hottest months smarter, put shade where people actually stand and walk, and build the partnerships that keep projects alive. We also spotlight the next wave of adaptation pros coming out of Arizona's universities and city halls—real careers, real impact. If it works in the desert, parts of it can work where you live. Ep 243North: The Future of Post-Climate America
In episode 243 of America Adapts, host Doug Parsons welcomes back recurring guest and leading adaptation scholar Dr. Jesse M. Keenan to discuss his new book, North: The Future of Post-Climate America (Oxford Univesity Press). Keenan examines how the United States is already changing through mobility, shifting markets, governance pressures, and evolving cultural identities. Doug and Jesse unpack why adaptation is not just a set of technical responses to climate impacts but a broader transformation in how communities understand stability, opportunity, and belonging. They explore the limits of local governments, the growing influence of market-led adaptation, and the emotional and political tensions surrounding places like Florida. The discussion also touches on Keenan's fictional leap into 2079, using storytelling to highlight where current trends may lead. A central theme emerges: adaptation is an emerging sector still defining its identity, and this book offers a way to think more clearly about that evolution. If your work intersects with climate, planning, housing, finance, or governance, this episode offers a fresh lens on what climate adaptation means for America's future. Ep 240Unmanaged Retreat: Inside America's First Federal Climate Relocation Attempt
In episode 240 of America Adapts, host Doug Parsons talks with reporter Terry Jones about the tangled story behind America's first federally funded climate relocation on Louisiana's Isle de Jean Charles. Once hailed as a model for how the nation could move entire communities out of harm's way, the project became mired in politics, confusion, and broken promises. Terry shares what he uncovered on the ground — from residents who never wanted to leave, to state officials unprepared for the task, to the bigger question of whether the U.S. is truly ready for managed retreat. This episode clears up the confusion, revealing what really happened, why it matters, and what the rest of the country can learn before the next community faces these climate impacts. Ep 239Understanding the IPCC with Dr. Katharine Mach—Where the Media Succeeds and Fails - Re-release
In episode 239 of America Adapts, Doug Parsons revisits his conversation with Dr. Katharine Mach, Professor at the University of Miami's Rosenstiel School of Marine and Atmospheric Science and a lead author for the IPCC Sixth Assessment Report. Katharine explains the process of drafting that report and how the media both succeeds and fails at communicating its urgency. Doug and Katharine also discussed the need to rethink the role and purpose of the IPCC as it prepares for its next major assessment—especially now, as the Trump administration dismantles the National Climate Assessment and scales back federal climate programs, making the IPCC's global work more important than ever. That makes the IPCC's independent, global work even more vital—providing the scientific foundation the world, and especially the U.S., still needs to understand and respond to climate risk. Transcript available here. Topics covered: IPCC is a grand partnership between the governments of the world. How did the media do in reporting on the IPCC report? The IPCC has zero regulatory authority over sovereign nations. What does it mean to be a lead author for the IPCC. Many developing countries don't have the climate data and experts that developed countries have. How can the IPCC be relevant to adaptation planners in the U.S. Who is the audience for the IPCC report and how do you communicate to different audiences. How can American policymakers make use of the IPCC report. Adaptation education at the University of Miami Key Quotes: "Adaptation isn't a checklist—it's a continuous conversation about what kind of future we want." "Climate risk is always filtered through inequality." "Transformative adaptation is about changing the rules of the game, not just moving the pieces." "Science must learn to listen before it speaks." Ep 238Special Episode — Climate Change and Human Mobility (Rebroadcast of a CCST Panel Conversation)
In episode 238 of America Adapts, Doug Parsons takes you inside a CCST webinar that he moderated —part of the California Council on Science and Technology's Climate Change & Human Mobility series, organized with the UC Disaster Resilience Network and UC Berkeley. You'll hear from three experts: Dr. Hélène Benveniste (Assistant Professor, Environmental Social Sciences, Doerr School of Sustainability, Stanford University), Dr. Joshua Busby (Professor of Public Affairs, LBJ School, University of Texas at Austin), and Dr. Barbara F. Walter (Rohr Professor of International Affairs, School of Global Policy & Strategy, UC San Diego). Together, they explore the politics of place attachment, the limits of "climate haven" narratives, and the policies that can turn hard choices into durable, just resilience. We also dig into how climate stress can heighten the risk of civil conflict under certain economic and governance conditions, and why national adaptation plans need to account for mobility—designing for relocation, receiving communities, and security implications alongside equity and long-term planning. Ep 23720 Years After Hurricane Katrina: The Fixes, the Failures and What's at Risk Again with Dr. Andrew Rumbach
In episode 237 of America Adapts, host Doug Parsons talks with Dr. Andrew Rumbach of the Urban Institute, who went to New Orleans after Hurricane Katrina to work on recovery and has spent his career studying disasters and resilience. They discuss Katrina's enduring legacy—what's been fixed, what remains broken, and what's now under assault. Andrew shares insights on how FEMA has evolved since 2005, where bipartisan reforms have emerged even in a hostile political climate, and whether the country is truly ready for the next major storm. He also highlights five powerful documentaries that capture Katrina's human and political dimensions, offering listeners new ways to understand both the storm and its aftermath. This conversation looks back at Katrina not only as a past tragedy but as a warning for our uncertain future. Twenty years after Hurricane Katrina, its lessons still shape how America thinks about disasters. Check out the America Adapts Media Kit here! Subscribe to the America Adapts newsletter here. Ep 236Generating the Science Behind Climate Adaptation with the Schoodic Institute
In episode 236 of America Adapts, we're heading to coastal Maine — a place where science, community, and nature all come together to tackle climate change. Adaptation doesn't just happen on its own. It takes data, observation, and sometimes years of research to generate the science that guides decisions. That science is often messy, imperfect, but it's the foundation for every smart adaptation. Effective adaptation requires partnerships. As you will hear, in Maine, you'll find scientists, historians, local communities, and institutions like the Schoodic Institute working side by side. And it's not just about Acadia National Park — the lessons and approaches being tested here have implications far beyond Maine's rocky shores. In this podcast, you'll hear how these partners are mapping mudflats, tracking rockweed, digging into history, and asking hard questions about how to connect science with the urgent work of building resilience. This is the story of the science behind adaptation — and the unique role Maine plays in showing what's possible. This episode was generously sponsored by the Schoodic Institute. Ep 232Inside the Biden White House: Climate Adaptation Wins, Misses—and the Road Ahead
In episode 232 of America Adapts, host Doug Parsons has a candid conversation with Laurie Schoeman, former senior advisor on climate resilience in the Biden White House. Laurie offers a rare, unfiltered look inside the administration's climate resilience efforts. Laurie helped coordinate adaptation strategy across agencies. While she didn't lead the National Climate Resilience Framework, she had a front-row seat to its evolution—and its compromises. She speaks openly about what worked, what fell apart, and what was left on the cutting room floor. From the outsized influence of youth climate politics to the glaring absence of adaptation finance—and especially the neglect of communications—Laurie brings an insider's experience in the development of federal climate policy. Doug and Laurie critique the performative nature of federal resilience efforts, the muddled conflation of climate justice and adaptation, and the critical failure to include communications in the resilience framework. Her message is clear: if we're serious about climate risk, we need to rethink not just how we fund adaptation—but how we talk about it. Laurie also reflects on her role in a groundbreaking blue ribbon commission on wildfire resilience in Los Angeles, which recently released bold recommendations positioning the city as a national leader in adaptation. Topics Discussed: How adaptation finance was neglected, with no real champions for the complex work of funding climate resilience. Why the administration's climate justice efforts were often more performative than impactful, despite unprecedented federal funding. The conflation of adaptation, equity, and justice, which Doug and Laurie argue muddied priorities and weakened results. The quiet removal of communications from the National Framework—a missed opportunity with lasting consequences. A call for foundations to pivot toward adaptation communications, not just emissions reductions. A critical look at staffing and leadership gaps in the federal government's approach to climate risk. Her current role addressing wildfire resilience in Los Angeles, where she continues to push for real-world adaptation solutions. Check out the America Adapts Media Kit here! Fixing FEMA, Fixing HUD: A Former Insider on Disaster Recovery and Climate Adaptation
In episode 231 of America Adapts, host Doug Parsons speaks with Robin Keegan, a nationally recognized leader in disaster recovery, resilience, and climate adaptation. With senior roles at FEMA and HUD during the Biden-Harris Administration—and a pivotal role in Louisiana's post-Katrina recovery—Robin brings unmatched insight into how federal recovery systems work, and more importantly, how they fail. As the current administration actively undermines the government's ability to prepare for and respond to climate disasters, Robin offers a frank assessment of what's at stake and what a truly equitable, climate-ready recovery system should look like. She also shares lessons from her time on the frontlines and how she's now helping communities adapt before the next crisis hits. It's a great episode focusing on community adaptation!
Ep 228Dismantling F.E.M.A. : The Unmaking of Federal Climate Resilience from the Inside Out with Victoria Salinas
In episode 228 of America Adapts, host Doug Parsons speaks with Victoria Salinas, Senior Fellow at the Climate Resilience Institute at the University of Miami and former Deputy Administrator for Resilience at the Federal Emergency Management Agency (FEMA) under the Biden administration. Victoria shares her journey into federal service, including her decision to join FEMA at a critical juncture for the agency. She reflects on FEMA's traditionally reactive role and her efforts to reshape it into a more proactive force for community resilience—breaking down silos, emphasizing equity, and building a culture focused on climate risk reduction. The conversation explores key programs from her portfolio, including the Building Resilient Infrastructure and Communities (BRIC) grant program, with a focus on supporting underserved communities and using data to target resources where they are needed most. She addresses the current political climate and discusses the dismantling of climate adaptation programs at FEMA. Despite her concern over recent setbacks, she offers a hopeful message for public servants, emphasizing the enduring value of service, equity, and innovation in climate resilience. This episode is a timely and candid reflection on what's at stake for climate adaptation in the United States—and what it will take to keep resilience on the national agenda. Transcript available here. Victoria Salinas Quotes: "My kind of reflection on this has been that, firstly, I had believed, and I think we're finding out wrongly, that disaster management and helping people basically reducing human suffering caused by disasters, I thought that was apolitical, right? Like that it would transcend political spectrums. And because they're dismantling so many of the programs that are aimed at reducing disaster risk, unfortunately, as you've seen, FEMA has become hyper-politicized." "We're not just funding infrastructure — we're funding trust. When we partner with communities early, we build the kind of trust that saves lives when a crisis hits." "You can have the best resilience policy on paper, but if it doesn't survive a change in administration, it's not really resilient." Check out the America Adapts Media Kit here! Ep 227The Wild, Wild West of Climate Modeling…Just Got Wilder
In episode 227 of America Adapts, we are re-releasing one of the more popular episodes of the podcast — my interview with Madison Condon, a law professor at Boston University. In our original conversation, we explored the critical role climate modeling plays in climate adaptation, including: what climate models can — and can't — do; the concept of the "climate industrial complex"; legal liability for inaccurate climate projections and the role of climate analytics firms like First Street Foundation. When this episode first aired, there was still a general assumption that the federal government would continue to support the vast public infrastructure behind climate data and modeling. That assumption no longer holds. Federal agencies are now actively dismantling the systems that deliver open, accessible climate data — a dangerous retreat from a public good relied on by scientists, communities, and the private sector alike. Following the original interview, we've added a brand-new interview with Madison to reflect on what's changed, what we're at risk of losing with the federal pullback, and why this shift toward privatized climate data should concern all of us. If you've already heard the original episode and want to jump straight to the new conversation, it begins around the 58 minute mark. Topics covered in original interview: The Federal Reserve "is a climate laggard." What are climate models and what can and can't they do? What is the "climate industrial complex"? How right, is "right" enough when it comes to climate models? Could climate analytic/modeling companies be held liable for bad projections? The role of climate analytic groups like First Street Foundation. Do we need a "National Climate Service" to provide basic climate data? Do adaptation planners understand the role of climate models in their work? Transcript of original interview with Madison available here. Ep 226Foundations and Transformational Climate Adaptation: A Roadmap for Funders
In episode 226 of America Adapts, Dr. Susanne Moser, a world leading expert in climate adaptation returns to discuss a new report she's co-authored, The Tasks of Now: Toward a New Era in Climate Resilience Building. We explore how adaptation strategies have evolved—and why we need to shift from incremental approaches to truly transformational action. Susi makes a compelling case for "multisolving"—tackling climate, social, and economic challenges together—and outlines the urgent need for better coordination, deeper investment, and a more justice-oriented approach to resilience. We talk about the funding gaps holding this work back, the untapped role of the private sector, and why foundations have a unique opportunity to lead especially considering the massive pull back on climate action from the federal government. We also dig into something that is often overlooked: communication. Susi and I talk about why effective outreach and engagement are not just extras—they're core to successful adaptation, and they need to be funded accordingly. If you're working in or funding climate adaptation, this is a conversation you don't want to miss. Transcript of conversation available here. Check out the America Adapts Media Kit here! Ep 225Climate Change, Real Estate, and Adaptation: Why Flood Disclosure Matters with NRDC
In episode 225 of America Adapts, we explore flood risk disclosure—a simple yet powerful climate adaptation tool that helps homebuyers avoid financial disaster while building more resilient communities. As climate change worsens flooding and federal support for resilience efforts declines, some states are stepping up with smart policies to protect homeowners before disaster strikes. I'm joined by Joel Scata from the Natural Resources Defense Council (NRDC) to discuss the push for stronger flood disclosure laws, plus a homeowner who learned the hard way what happens when flood risks aren't disclosed. We'll also highlight state success stories and how these policies can be a key part of climate adaptation. Guests/experts in this episode: Joel Scata – Senior Attorney, Environmental Health NRDC (transcript) Larry Baeder – Senior Data Scientist Milliman (transcript) Jackie Jones – Homeowner, Georgia (transcript) Jesse Gourevitch – Economist at Environmental Defense Fund (transcript) Brooks Rainey Pearson - Legislative Counsel, Southern Environmental Law Center (transcript) Tyler Taba – Director of Resilience, Waterfront Alliance (transcript) Check out the America Adapts Media Kit here! Ep 220The Adaptation Playbook: Innovative Strategies for Climate Resilience with Tailwind
In episode 220 of America Adapts, we're diving into a new project from Tailwind: The Adaptation & Resilience Innovation Playbook. In this episode, I chatted with Katie MacDonald, co-founder of Tailwind, a pioneering firm dedicated to driving innovation in climate adaptation. Katie and her team at Tailwind are at the forefront of helping companies tackle some of the most pressing climate hazards—think wildfires, heat waves, and more. And now, they've taken it a step further with their latest project: a comprehensive playbook that maps out the booming adaptation market, which is projected to hit $2 trillion by 2030. We unpack the playbook's core insights, from the critical role of governments driving over half of global demand for adaptation solutions to the untapped potential of corporations as the "sleeping giants" of resilience. We'll explore how startups are rising to the challenge, despite funding gaps, and why engaging communities and addressing health and social system blind spots are essential for success. Katie also shares actionable recommendations for policymakers, entrepreneurs, and everyday citizens on how to seize opportunities in this emerging market. Battelle's ICR25 ICR25 brings together the world's brightest minds to solve the resilience challenge. This year's theme, "Partner, Accelerate, Launch," highlights the critical need for innovative solutions to reach commercialization and impact resilience. Ep 218Climatopias 101: The Who, What, Where of Utopic Climate Adaptation Planning
In episode 218 of America Adapts, I'm joined by Dr. Alizé Carrere, a recent doctoral graduate from the University of Miami, whose groundbreaking research explores the concept of "climatopias"—an innovative blend of climate and utopia. Now based in Nairobi, Kenya, Alizé shares her fascinating insights into how architecture and urban design can tackle climate challenges. From defining climatopias to categorizing their types—projects that fortify, float, forest, reduce, reuse, and retreat—Alizé unpacks the transformative potential of these aspirational designs. She also introduces a thoughtful framework for evaluating climatopias, ensuring they balance effectiveness, justice, and feasibility, while offering real-world examples like the Florida Keys Community Land Trust. Learn how you can turn your adaptation plan into a climatopia. Together, we delve into the possibilities and challenges of creating truly resilient, equitable communities amidst a changing climate.
