Should Parliament decide on the increase and decrease of the fuel levy?

John Maytham speaks to Judge Dennis Davis about the EFF’s argument that the finance minister should not have the sole authority to adjust the fuel levy, and that such tax decisions should instead be debated and approved by Parliament, similar to a VAT increase. They unpack the legal challenge brought by the EFF, which argues that allowing the minister to change the levy through a gazetted notice may be unconstitutional, and what the case could mean for how government raises revenue in South Africa.
