ヴィクトル＝マリー・ユーゴー（仏: Victor, Marie Hugo、1802年2月26日 – 1885年5月22日）はフランス・ロマン主義の詩人、小説家。七月王政時代からフランス第二共和政時代の政治家。1959年から1965年まで発行されていた5フラン紙幣に肖像画が採用されていた。
この言葉は、文豪ユーゴーではなく、民主主義者としての政治家ユーゴーの絞り出した言葉である。難しいのは長い間戦い続けることであり、勝利に向かう最後の一歩である。19年に及ぶ亡命生活を送り、その境遇の中でも大いに敵に立ち向かった人の気迫の言葉であり、心打たれるものがある。
