Summary:

New York subway has had a high percentage of delays in the past and recently it is seeing signs of improvement. However, the train disruptions that involve homeless people is increasing. Homeless people walk on tracks, block train doors and engage in other unruly behavior that disrupts the trains. Despite the newly opened 23 new homeless shelters since 2017, Police still have to hand out civil summonses to clamp down on disruptive behavior.
